  • Surprised how big the audience, loving the atmosphere here at the library, looking forward to exchanging experiences
  • Question to the audience: who is familiar with quality standards
  • Agenda: quality and standardization in in E-Learning in Germany, in eLearning in general, standardization in eLearning, standardization in SC36 - harmonization and benefits of standards in quality and vision.
  • Focus on eLeanring and Knowledge management - didactic models, interchange of information, didactic models and learning design (see slide for rest of information)
  • Doing workshops on quality management in eLearning, looking at collaboration this work across different countries

  • First Christian shared some gummy bears from his home town. The experience of tasting thas. t. How do you describe the quality of these sweet. describe the color, taste, texture, shape. To define a common understanding of how to describe the quality, it could be easy to get a first drafrt of describing that initial set of qualities. They all look very similar, same taste from different fruits, all are sweets and so on. A lot of charactaristics are common.
  • Christian passed out now a different set of sweets, that are less similar. Harder to describe. A mixture. Harder to describe when more diverse
  • In learning can have lots of different understandings about it. Not a short eval but continuous improvement. So what is needed for successful eLearning. A short answer, there are two main key factors - interoperability and quality. Why these two?
  • Interoperability is important if you are not looking for learning, ed/training for your institution out to a global community. ivnolves learners, staff, learning solution providers, the facilitators. That means you hav eto get a common understanding how to enter, to bring opportunities for learning. To allow the second and third use of the same learning resource. Then you need interoperatiliby as an environment where a learning resource can be brought from one learning system to another environment, web portal or what else. How to use the same direct encounter in a second setting. If you are offering LEandT for short and long term. Univeristy or enterprise. You are looking forward to some solutions that allow not only the use every year, but to have the opportunity to take th e learning resources from last year, update and reuse them.
  • Quality - not only the updating, but the development according to the real needs of the learners and organization. They demand the learning resources are at least on a level of hiqh quality, if not state of the art if budget allows. People don't participate if the learning is not of a quality and not meeting their needs.
  • One tool for ensuring interoperability is standardization, especially at national and global level, but also at institutional level. The harmonization on different offerings. Contribute to your daily work, interoperability into your daily work and training.

Argh, lost the notes from the last 20 minutes when the internet connection lapsed. Included comments about the transition from national to European to International standards, the process of the first standard development, organizations that contribute and countries. Key issue is that standards are not about proscribing but giving a set of things to include for quality. Always has to be embedded in the specific context. Then a review of the 6 categories and various sub categories of the first standard, which took 1. years to do (fast), now he is talking about how to implement the standards. So much for detailed note taking!

  • Can use standards within a specific eLearning project, at the organizational level for a long term improvement approach, for a department, for faculty, at the national level.
  • Process observation: listening and note taking in English, slides on screen in Spanish, some of the slides available on the live stream website in English, but Christian seems to have changed his slide set from the live presentation and what has been preloaded on the streaming site. I need to consider this as I have changed my slides a bit. Uh oh.
  • First implementation UBS bank in Switzerland. Have done global harmonization and standardizetion through HR. Deutsche Post and DHL for their elearning scenarios, the winner of the German eLearning awared for a project in hospitals (one provider project) and many other use cases. Collecting use cases now and will be out in the next month in print in Germany and part of the quality standard.
  • First of a multipart standard. Part four is a collection of internationl use cases.
  • Shows overview of multipart standaard. Part one is the reference model for quality. Now developing part 2 - the long term version of a harmonized quality model with international consensus. But prior have to develop part 3 method and metrics and part 4 use cases.

Benefits of quality standards
  • Economic benefits - a standard is worth nothing if not improving economic status - results for investment
  • It helps for documentation and implementation of quality management - a check up for existing efforts and creation of new and future systems
  • Realization and evalution (see rest of slide)
  • he says slide 41 is one of the most important slides. Do we need qual standardization? Competitiveness (benchmarking), economics, motivation, image, planability and confidence, client orientation, and cycle of improvement?
  • For implementation - which situation? Is it fitting: In a single project, is it for the organization, department, faculty etc.
  • Reminder: interoperability and quality.
  • Christian is convinced standards are critical because we are in a global setting. "There is no elearning without standards."
